Rebecca Hecksel joined DeMenna & Associates as an associate lobbyist in 2006. Rebecca has been involved in state and local government since 1998 and has extensive experience building legislative and community relationships in addition to performing high level research and analysis.

Prior to joining DeMenna & Associates, Rebecca spent two years as an Economist with the City of Phoenix where she had the sole responsibility of forecasting over $1.0 billion in City's tax revenues. Rebecca's forecast was used as the basis for determining the City's annual budget as well as the spending limit for the 2006 City of Phoenix bond program. While on staff, Rebecca developed extensive working relationships with City leaders and local economists.

Rebecca joins DeMenna & Associates with a comprehensive understanding of the complex campaign finance laws which govern statewide candidates, having previously spent three years as the Campaign Finance Manager at the Citizens Clean Elections Commission. She played an integral role in developing significant campaign finance rules and developed and managed a program to educate candidates on laws that govern elections. She also fostered relations with the media and local community groups.

Rebecca began her career in public policy at the Joint Legislative Budget Committee where she gained firsthand experience with the Arizona Legislature over the course of three legislative sessions. She worked collaboratively with legislators and their staff, the governor's staff and state agency administrators. She regularly addressed the legislature at appropriations hearings, providing guidance for developing the statewide budget.

Rebecca is a native of Arizona and was raised in Phoenix. Rebecca graduated from the Arizona State University's Honor College where she received a bachelor's degree in Economics and Statistics. Rebecca also earned her MBA from Arizona State University in 2004, with a focus on international business.
